There is a 12 -hour journey from the university of Lavanya to Keav Airport. She was just 10 km from the airport, when the news was reported that Russia’s army had entered Ukraine. There is also an attack at the airport. Due to this the flight was canceled.
Everything changed for Lavanya and about 20 thousand students like him as soon as Russia-Ukraine started war. Everyone had to leave his studies incomplete and come to India. Due to being expensive, he could not study in India, so he took admission in countries like Kazakhstan, Uzbekistan, Kyrgyzstan and Georgia.
Now the war has completed 3 years. Where the students returned from Ukraine, the government had made promises to him for his career, how much he was fulfilled, what happened to further studies, Dainik Bhaskar spoke to the students and his parents.

First story of Lavanya Loss of 10 lakhs due to missing studies in Ukraine, now studying in Uzbekistan Lavanya Sachdeva was studying first year in medical in Ukraine. She says, ‘I had decided in the 11th itself that I would become a doctor. NEET exam was given, but more than 600 numbers were required for admission in Government Medical College.
‘There are about 1 crore rupees on studies in private college in India. I and the parents decided that I should go to another country without taking a drop. Ukraine is studied for 25-30 lakhs. My cousin was studying there. I went to Ukraine under her guidance. ‘
Recalling the attack day, Lavanya says, ‘Russia attacked Ukraine on 24 February. A day earlier, I left the university for Kiev Airport. The attack that the airport was just 10 km away has started. If the flight was canceled, then I could not come to India.
‘I sought help from some friends and went back to the university. Hungary’s border is closest to where I stopped. Ukraine soldiers were firing on the way. He was abusing the student. So I went to Romania’s border. Waited 24 hours here. After crossing the border, the bus reached a hotel by bus. 3 days later, Air India flight came to India.
‘I was afraid of sending other countries for studies after the circumstances I returned from Ukraine. Our agent advised that I can study by transferring in Uzbekistan. After this I took admission in Uzbekistan. I am in the third year right now.

I studied only 3 months in Ukraine. There was a loss of about 10 lakh rupees due to missing studies. 7 lakh rupees visa, processing fee and Rs 3 lakh were the university fee. Apart from this, 1-2 lakh rupees were also spent.
‘As much as the problem was done, after that I wanted the government to adjust to a medical college in India itself. Most of the students studying with me in Ukraine took admission in countries of Central Asia such as Kazakhstan, Uzbekistan and Kyrgyzstan. The government did not help the students. Everyone had to take a decision about his career himself.

Second story of Pranav of Ghaziabad The battle started when the fifth year was in the year, now doing internships in India Pranav was studying at Ujhorod National University during the Russian attack on Ukraine. It was his 5th year. Ujhorod, situated on the Western border, is 800 km from the capital Kiev. Slovakia and Hungary borders from here.
After the government’s advisory, Pranav had booked flight tickets from Kiev to come to India on 27 February 2022. Before that, Ukraine shut down aircraft. The flight was canceled. Pranav started waiting for his turn in the rescue operation of the Government of India. People were being sent by bus to other countries, from where the flight was to be received. Pranav used to see his name in the list of people who go daily.
Pranav’s name appeared in the list on 2 March. After staying at the border for about 12-14 hours, he and other students were rushed to Hungary by bus. Two days later, he returned to India with a flight from Budapest.
Pranav says, ‘There was no hope that further studies would be done. If the country will not survive, then how will the study be done. Class remained closed for two weeks after coming to India. Then online studies started. A few months later, friends started reaching Ukraine through other countries. The Government of India gave permission for this.
‘I also went to Ukraine. After getting a degree in July 2023, he came to India via Italy. Right now I am doing an internship at the district hospital in Ghaziabad.

Third story of Dhruv Pandit Studied in Ukraine for 3 years, now studying in Kyrgyzstan Dhruv, who hails from Kashmir, studied up to 12th from Srinagar. After this, he started preparing for medical. Dhruv took admission in Sumi Medical College, Ukraine in 2019. The war started, then there were a few days left to complete third year studies.
Dhruv says, ‘I was about to leave Sumi to Kiev that Russia attacked Ukraine. We were caught in war. I was thinking that I should somehow come out of Ukraine and reach India. ‘
‘Medical studies in Ukraine are very good. Focus on practical knowledge there. I had studied for three years. I also passed the Crack Examination to be held after three years. Everything was going well and suddenly the war started. When my family came to know, they always used to cry. I came back happily. It was also happy for a few days, but then it started worrying about career.
‘The biggest concern was that my three years should not be wasted. The Foreign Ministry reported that the war is unlikely to stop early. I kept going round the health ministry and different offices. There was no answer. The government ran the mobility program, in which permission was given that the medical students of Ukraine can take admission in medical colleges in other countries.
‘I decided to take admission from Fourth Year in Kyrgyzstan. There was a lot of trouble there too. Agents work for admission. They rob a lot of money. They submit passports and documents and then extort. Used to threaten. Told the Indian Embassy about this but nothing happened. Right now I am studying in Kyrgyzstan.

Parents said- Children returned, career is at stake Parents of students studying in Ukraine have created an association. R.B. Gupta is also associated with it. He says, ‘The war started, then my son was a first year student in Ivano Fancis. Like me all the parents thought that our children came back from the war, but what will happen to their career. ‘
‘Ukraine has medical studies in two semesters. Winter session begins in February and summer session in September. The MBBS course is 6 years old. Crock-1 exam takes place after three years of studies. Crock-2 exam takes place after completion of 6 years of studies. Both of these exams get MBBS degree only after passing the exam.
‘Crock exam was done in India with the help of the Ministry of External Affairs. After passing these, about 4 thousand children completed the degree. Even after this, 16 thousand students were left. 3-4 thousand students got permission to complete online studies.

RB Gupta further says, ‘The career of 12 thousand children was at stake. Our demand was that they should be included in private or government medical colleges in India. We talked from the health secretary to the health minister, but no solution was found. Nothing happened till October 2022, so we put a petition in the Supreme Court.
Parents Association of Ukraine made MBBS Student. A case was filed in the Supreme Court by adding money. Also protested for children. Sometimes Jantar Mantar, sometimes performed at Ramlila Maidan. Even after this, the government did not do anything special for 12 thousand medical students.
‘Our efforts began to create pressure. The Parliament’s Standing Committee suggested that students returning from Ukraine should be adjusted to medical colleges in India. At that time, 60-70 thousand children used to study in about 120 medical colleges in India.

The Ministry of External Affairs also gave feedback that the Ukraine-Russia war does not seem to stop yet. Now these students will not be able to go back to Ukraine. Therefore, they should be shifted elsewhere.
In the Supreme Court, the Attorney General said that students studying in Fifth Year from second can take transfer to another country. Earlier there was no permission to take transfer. We were relaxed in this rule.
The government gave time from September 2023 to March 2024 for transfer. After this, about 12 thousand medical students were transferred to countries like Kazakhstan, Uzbekistan, Kyrgyzstan, Georgia, Serbia and Russia.

RB Gupta says, ‘Most of the children were from middle class. His parents barely sent him to study abroad. Many students also took a study loan. Children’s career was at stake due to war. The children went through mental stress for a long time.

By February 23, 2022, about 4 thousand Indians returned. Despite the deteriorating situation, about 18 thousand Indians were living.
Two days before Russia’s first attack, on 22 February 2022, the Government of India sent the first flight of Air India. 242 Indians were brought back from him. On February 24, 2022, Ukraine shut down aircraft. On this day, Air India’s second flight returned from the way.
After this, the Government of India started ‘Operation Ganga’ to evacuate people. It was planned to bring back Indians from countries bordering Ukraine. Students were asked to reach the borders of these countries. Indians came back from Hungary, Poland, Slovakia and Romania by 90 flights.
A year later on February 3, 2023, the government said in the Lok Sabha that 18,282 Indian citizens were brought back under ‘Operation Ganga’. Around 15,783 Indian medical students are studying in different universities in Ukraine. According to the government, about 22,500 Indians returned from Ukraine between February 1 and March 11, 2022.
Efforts to end war continue, America-Russia meeting Russia attacked Ukraine on three sides via Belarus, Crimea and eastern part. At the beginning of the war, Ukraine President Voladimir Jailonsky had feared that Russia would capture the capital Kiev in less than a week. The war is going on even after three years.
