According to police sources, the Punjab Police had planned 72 hours earlier to avoid the conflict. Therefore, the police chose the day of meeting with farmer leaders and Union ministers. The police knew that Sarvan Singh Pandher and Jagjit Singh Dallawal would come to Chandigarh for the meeting. Due to this, there will be not much difficulty in removing farmers from both the borders.
The Punjab government had ordered the police to stop the conflict under the Supreme Court order and submit the report. The government was being criticized for the farmers’ movement. The big businessmen were losing crores.
The police first planned. Then 2 IAS officers and 4 IPS officers attended the secret meeting. Under the scheme, 1,500 policemen and officers were deployed along with Commando Battalion.
Police force at 1 pm The orders to the police were that as soon as the farmer leaders enter Mohali, they should be taken into custody, but keep them not in police stations, but in big training centers. If the big farmer leaders were present on the Khanouri and Shambhu border at the time of action, there could have been bloody clashes. In such a situation, the plan was that when Pandher and Dallawal are away from the front, only action should be taken.
Police force was deployed under the leadership of senior police officers at other places including Sangrur till around 1 pm on 18-19 February. At 4 in the morning, the farmer leaders were aware of this, but they were busy preparing for the meeting. Mobile networks were also discontinued.
On February 19 afternoon, a meeting of farmer leaders was going on with the Center in Chandigarh, when the state police and intelligence agencies were constantly implementing the plan. As soon as the farmer leader came out after the meeting, the process of detaining him was started.

At the same time, Jagjit Singh Dallawal was returning to the Khanouri border in the ambulance, which the police surrounded in Sangrur.
The Punjab Police took the farmer leaders into custody and the farmers in protest against him.

Farmers became angry at taking farmer leaders into custody. There was a shock between the police and the farmers in Sangrur. The farmers tried to break the barricade of the police. However, the Punjab Police was already ready and all the farmers were taken into custody due to the presence of heavy force.
Shambhu and Khanouri borders vacate, temporary construction broke After this, the Punjab Police started evacuating both the borders at around 8 pm. A heavy police force was deployed at the borders. The farmers were removed from there and their temporary sheds and tents were broken with bulldozers.
