Punjab cabinet minister Kuldeep Singh Dhaliwal was handling the administrative reform department for 20 months. But this department was not in the Punjab government at all.

Minister Dhaliwal never got the office nor any secretary. The department never had a meeting. The minister himself kept searching for his department.
It has been told that when the minister told all this to Chief Minister Bhagwant Mann, he improved the mistake.
On the advice of the Chief Minister, the Governor of Punjab issued a gazette notification on 7 February 2025, saying that the Administrative Reforms Department is no longer in existence.
The notification issued on 23 September 2024 was amended. After this, the administrative reforms were withdrawn from Dhaliwal and assigned only the NRI Affairs Department.
Surprisingly, the administrative reform department was running only in government records.
Administrative reform department was found in 2023 Minister Kuldeep Singh Dhaliwal is an MLA from Ajnala assembly seat. He had earlier the Department of Agriculture and Farmers Welfare. It was withdrawn by the government. Changes were made to their departments on 1 June 2023. The Department of Agriculture and Welfare was given to Gurmeet Singh Khudidian. Dhaliwal was handed over the NRI case and the administrative reform department.
