With the beginning of the new academic session, once again, there has been resentment among parents across the country for the increase in fees of private schools. Somewhere the parents demonstrated and somewhere the minister and administrative officials were requested. Every year this scene is repeated, but the question is still the same, can private schools have to increase the fees on their own or for this they have to get permission from anyone?

In fact, private schools have the right to increase fees for their operational cost, staff salary, infrastructure development and quality education, but these rights are not completely uncontrolled. Different rules are applicable for increase in fees in every state, whose purpose is to protect parents from unnecessary economic burden.

Fees cannot increase more than this in UP-Bihar

According to media reports, there are clear guidelines regarding fees regulation in states like Delhi, UP, Bihar and Haryana. Schools in Uttar Pradesh cannot increase the fees annually more than 9.9%, of which 5% are on the basis of direct increase and the remaining CPI. At the same time, this limit in Bihar is fixed only up to 7%. Patna High Court has also given constitutional recognition to this rule.

Status of Delhi

Out of 1677 private schools located in Delhi, only 335 have to get permission from the Directorate of Education (DEE) before increasing the fees, that is, 80% of schools can increase the fees without monitoring. This permission is necessary for schools built on government land under DSEAR, 1973.

Rules in Haryana

The rules are also clear in Haryana. Only 5% additional fees can be increased from inflation rate. That is, if the CPI is 3%, the school cannot increase more than 8%. Parents also have rights. Through PTA i.e. Parent-Teacher Association, they can ask for answers from school, register protests and take legal support if needed.
