BJP MP Sambit Patra, who was involved in the JPC of ‘Ek Desh, Election’, shared the video of the meeting on X.
The Joint Parliamentary Committee (JPC) held on ‘one country, one election’ on Tuesday. After the meeting, the chairman of the committee PP Chaudhary said that all the members had a positive attitude in the meeting and they are working as a team.
Chaudhary said, ‘This was a good meeting. All members had a positive attitude. First Justice Awasthi gave the presentation. After that former Chief Justice UU Lalit gave his views.
Chaudhary said- We are all working together like a team. The Constitution Amendment Bill, which is about the ‘one country, one election’, is currently with the Joint Parliamentary Committee to review. This bill proposes that the time limit of Lok Sabha and State Assembly elections should be done simultaneously.
Many opposition parties like Congress, Trinamool Congress and DMK have opposed the ‘one country, one election’ bill. The government says that bringing the time of elections together will reduce the expenses of elections, reduce logistic challenges and will also reduce the problems caused by repeated elections.
The report of the High Level Committee on the same election was approved by the Central Government on 18 September 2024. The first meeting of the Joint Parliamentary Committee on the ‘one nation, one election’ bill was held on 8 January.

In the second meeting of JPC, a list of stake holders was made to take suggestions on the bill. This includes the Supreme Court and the former Chief Justice, Election Commission, political parties and state governments of the country.
Committee will also take suggestions from teachers’ organizations and industry groups like CII, FICCI, RBI, Bar Council. The meeting was discussed with the members how to proceed with the JPC’s fixed agenda.
Constitution experts, security agencies, many government departments, media organizations, law commission, bar council of India, public sectors, think-tank, chamber of commerce, IIM can be suggested.

- Priyanka Gandhi Vadra suggested that there is a need for comprehensive counseling by talking to many stakeholders on this issue. It was supported by many other opposition parties leaders including Supriya Sule.
- Committee Chairman PP Chaudhary said that the views of teachers, students and migrant workers will also be taken.
- Some members suggested that the public should have a consensus on the issue, because such laws are ultimately the largest stakeholders who vote.
- Members of the opposition parties said that they should be given one copy of the conversation during every meeting. Committee Chairman PP Chaudhary rejected this demand.
- Members of DMK’s P Wilson and Congress Manish Tiwari stressed that their demand is under the guide rules for parliamentary committees.

Voting was done to introduce bills in Parliament
Law Minister Arjunram Meghwal introduced the 129th Constitution Amendment Bill on December 17 for a country-each election in the Lok Sabha. It was opposed by opposition MPs. After this, electronic voting was done to introduce the bill.
Following the objection of some MPs, the slip was re -voted to revise the vote. In this voting, 269 votes were cast in favor of presenting the bill and 198 votes in the opposition. After this, the Law Minister again put the bill in the House.

On December 20, the Congress said about one country one election bill that how will the BJP pass this bill? Because it does not have a two -thirds majority (362 MPs) in the House for the constitution amendment. The bill may be sent to JPC, but the Congress opposed it.
In fact, on 20 December, the proposal to nominate 12 members associated with this bill in the Rajya Sabha was passed by soundly. Chairman Jagdeep Dhankhar had asked Union Law Minister Arjun Ram Meghwal to present the proposal to nominate the members of the Rajya Sabha to the committee.
After this, a resolution was passed to the Joint Committee of Parliament to recommend both the Bills. It was then decided to send the bill to the 39 -member JPC.
What is one country-one election…
There are elections for Lok Sabha and state assemblies at different times in India. One country-one election means holding elections of Lok Sabha and state assemblies simultaneously. That is, voters will vote on the same day, at the same time to choose members of Lok Sabha and State Assembly.
The Lok Sabha and Assembly elections were held simultaneously in 1952, 1957, 1962 and 1967 after independence, but in 1968 and 1969 several assemblies were dissolved prematurely. The Lok Sabha was also dissolved in December 1970. Because of this, the tradition of one country-one election was broken.
A committee was formed on September 2, 2023 under the chairmanship of former President Ram Nath Kovind to consider one country. The committee submitted its report to President Draupadi Murmu on March 14, 2024 after discussing with stakeholders and experts in about 191 days.
To implement one country-one election, arrangements will be made to add 1 new article to the Constitution and amend 3 Articles in the Constitution.

- Article 82 (A) will be added through the constitution amendment, so that elections of Lok Sabha and State Assembly can be held simultaneously. At the same time, Article 83 (tenure of the Houses of Parliament), Article 172 (tenure of state assemblies) and Article 327 (power of Parliament in making laws related to the election of assemblies) will be amended.
- A provision will be made through the bill that the President will release the notification on the date of the first meeting of the Lok Sabha after the general election. The date of issuing notification will be called an appointed date. The tenure of the Lok Sabha will be 5 years from the appointed date. Elections will be conducted for the remaining tenure only if the Lok Sabha or any state is dissolved in the assembly time.
- The objectives and reasons of the bill states that it is based on the recommendations of the High-Level Committee on one country-one election under the chairmanship of former President Ram Nath Kovind. The Kovind Committee had also recommended the country and the states to conduct local bodies along with elections. However, no decision was taken in the Union Cabinet meeting on 12 December.
