Congress MP Priyanka Gandhi Vadra, Randeep Surjewala and other leaders arrived to attend the JPC meeting.
The third meeting of the Joint Parliamentary Committee (JPC) on the amendment bill for one country-one election is going on in Parliament House on Tuesday. In today’s meeting, former Chief Justice Uday Umesh Lalit, former chairman of the law commission, Rituraj Awasthi, will suggest 4 Law Experts Committee.
A 39 -member JPC headed by former Union Minister PP Chaudhary has been formed to discuss the 129th Constitution Amendment Bill appearing in Parliament. The job of JPC is to make extensive discussions on the bill, discuss with various parties and experts and give their recommendations to the government. So far, 2 meetings of the committee have been held.
List of members included in JPC

On 8 JanuaryFirst meeting The first meeting of JPC was held on 8 January 2025. In this, all MPs were given a trolley with more than 18 thousand page reports. This includes the Kovind Committee report in Hindi and English and 21 copies of the attachment. It also includes soft copy.
- After the presentation of the Law Ministry, many opposition MPs, including Priyanka Gandhi, had questioned the claim of low expenditure from holding elections simultaneously.
- The opposition had asked if there was any estimate of the expenditure after the 2004 Lok Sabha elections, when EVM was used for the first time in all 543 seats and it is believed that the expenditure was reduced.
- The opposition said that in order to hold elections together, the assembly of several states violates constitutional values by dissolving their tenure before the completion of their term and their tenure with the Lok Sabha.
- BJP’s Sanjay Jaiswal said that in 1957, 7 assemblies were dissolved ahead of time to hold the Lok Sabha-Legislative Assembly elections simultaneously. Then, the then President Rajendra Prasad, who was also the President of the Constituent Assembly, violated the Constitution by Nehru and other MPs.
- BJP’s ally JDU questioned whether after mid -term elections, there will be a focus for governance in the government selected for a small tenure that occurs in governments with a five -year tenure.
Second meeting on 31 January The second meeting was held on 31 January 2025 on the amendment bill. In this, the committee made a list of stake holders to take suggestions on the bill. This includes the Supreme Court and the former Chief Justice, Election Commission, political parties and state governments of the country.
- Priyanka Gandhi Vadra suggested that there is a need for comprehensive counseling by talking to many stakeholders on this issue. It was supported by many other opposition parties leaders including Supriya Sule.
- Committee Chairman PP Chaudhary said that the views of teachers, students and migrant workers will also be taken.
- Some members suggested that the public should have a consensus on the issue, because such laws are ultimately the largest stakeholders who vote.
- Members of the opposition parties said that they should be given one copy of the conversation during every meeting. Committee Chairman PP Chaudhary rejected this demand.
- Members of DMK’s P Wilson and Congress Manish Tiwari stressed that their demand is under the guide rules for parliamentary committees.
- Some opposition members objected to the suggestion to include educational institutions, saying that it is out of the jurisdiction of the Joint Parliamentary Committee.
What is one country-one election… There are elections for Lok Sabha and state assemblies at different times in India. One country-one election means holding elections of Lok Sabha and state assemblies simultaneously. That is, voters will vote on the same day, at the same time to choose members of Lok Sabha and State Assembly.
The Lok Sabha and Assembly elections were held simultaneously in 1952, 1957, 1962 and 1967 after independence, but in 1968 and 1969 several assemblies were dissolved prematurely. The Lok Sabha was also dissolved in December 1970. Because of this, the tradition of one country-one election was broken.
A committee was formed on September 2, 2023 under the chairmanship of former President Ram Nath Kovind to consider one country. The committee submitted its report to President Draupadi Murmu on March 14, 2024 after discussing with stakeholders and experts in about 191 days.
To implement one country-one election, arrangements will be made to add 1 new article to the Constitution and amend 3 Articles in the Constitution.

What will change with the constitution amendment, 3 points …
- Article 82 (A) will be added through the constitution amendment, so that elections of Lok Sabha and State Assembly can be held simultaneously. At the same time, Article 83 (tenure of the Houses of Parliament), Article 172 (tenure of state assemblies) and Article 327 (power of Parliament in making laws related to the election of assemblies) will be amended.
- A provision will be made through the bill that the President will release the notification on the date of the first meeting of the Lok Sabha after the general election. The date of issuing notification will be called an appointed date. The tenure of the Lok Sabha will be 5 years from the appointed date. Elections will be conducted for the remaining tenure only if the Lok Sabha or any state is dissolved in the assembly time.
- The objectives and reasons of the bill states that it is based on the recommendations of the High-Level Committee on one country-one election under the chairmanship of former President Ram Nath Kovind. The Kovind Committee had also recommended the country and the states to conduct local bodies along with elections. However, no decision was taken in the Union Cabinet meeting on 12 December.
