The 3rd Language Policy was implemented in Maharashtra on 17 April.
Maharashtra Chief Minister Devendra Fadnavis said that Hindi language is not being imposed on the state. We need to understand that Hindi has not been made mandatory instead of Marathi. Marathi language is mandatory.
He said- The new education policy states that students should have two of the three languages to be taught. The new education policy has provided an opportunity to learn three languages. Learning language is important.
He said that the rules say that two of these three languages should be Indians. Marathi is already being made mandatory. You cannot take any language other than Hindi, Tamil, Malayalam or Gujarati.
At the same time, the language counseling committee of the Government of Maharashtra on Sunday urged Chief Minister Devendra Fadnavis to withdraw the decision to make Hindi a third language for students from class 1 to 5.
In fact, opposition parties in Maharashtra, especially Shiv Sena (UBT) and MNS, have alleged that Hindi is being imposed in Maharashtra after the state government approved the implementation of three-language formulas under the New Education Policy (NEP).
Language Consultation Committee urge to withdraw the decision to make Hindi compulsory
In a letter to CM Fadnavis, Laxmikant Deshmukh, head of the language counseling committee, claimed that SCERT (State Educational Research and Training Council) did not consider his ideas and suggestions before pushing Hindi forward.

- The government has appointed a language counseling committee to advise on language matters, but SCERT has not considered the panel.
- No language has been made mandatory in the National Education Policy. In contrast, NEP states that education should be imparted through mother tongue. Therefore, it is not right to make Hindi mandatory as a third language.
- Hindi should not be made mandatory at any level of education. Instead, the policy of using Hindi as low as possible should be adopted. Hindi is not the language of employment, income, prestige or knowledge.
Education Minister Kesarkar Said- Hindi was already mandatory
State Education Minister Deepak Kesarkar said that Hindi will be taught only from class 1 to 5 to provide basic understanding of language to students. The dispute arises from misunderstandings, as Hindi was already compulsory subject from class 5 to 7 under the previous structure.
He said- Hindi was already mandatory for classes 5, 6 and 7. Now that imperative is being removed from class 6. Hindi will be taught only at primary level – class 1 to 5 – so that students can get basic understanding of language, which is widely spoken all over the country.
Kesarkar said that both Marathi and Hindi use Devanagari script, so they already have some similarity. There was a misunderstanding – the obligation for Hindi was already. Now it is being relaxed.
Marathi got classical language status in 2024
According to the Maharashtra Official Language Act 1964, all the official documents including proposals, letters and circulars in the state should be held in Marathi. The Marathi language policy approved in 2024 recommended the use of Marathi in all public affairs for the protection, promotion, spread and development of language.
In October last year, the central government gave Marathi a classical language status, meeting Marathi, meeting for a long time. The Center had said that with the status of classical language, especially employment opportunities will increase in education and research fields.
Students of first class will read three languages
The three language policy will also be implemented by phase-wise. From the coming academic year, students of the first class in the state will read three languages.
According to Karikulam’s new framework, Maharashtra State Board Text Books will be based on NCERT’s Curriculum. However, the local context of Maharashtra will be added to the books of Social Science and Languages. Accordingly, the text books of the first class will be published by Balbharati. Balbharati is the State Book Bureau of the State.
