According to Rule 25.3 of Cricket, if any player of the batting team did not complete the penalty time, then the player is not allowed to bat until the penalty time is over.
If the innings of New Zealand would run by 6.25 pm in Pakistan, then the penalty time of Fakhar Zaman would have been completed. In this situation he could start the innings but the New Zealand innings ended at 6.5 pm. Because of this, Saud Shakeel had to come for opening with Babar Azam.
Saud Shakeel returned cheaply, Fakhar Zaman could not come at number three
Fakhar Zaman could not bat at number three due to the ICC rule. Actually, Saud Shakeel was dismissed for 6 runs off the fourth ball of the fourth over. During this time, even 20 minutes of the Pakistani innings were not completed, due to which captain Mohammad Rizwan had to come down to bat at number three.
