The domicile policy will not be implemented for the appointment of teachers in Bihar. This information was given by State Education Minister Sunil Kumar. Along with this, he said that the Ministry of Education has asked BPSC to recruit 7,000 Divyang School teachers. Its notification will also be released soon.

Sunil Kumar, State Education Minister, Bihar.
Information given in Question Hour
RJD MLA Bhai Birendra questioned this on Tuesday during the Question Hour. In response to this, the Education Minister said that no proposal was brought by the state government to implement the domicile policy in the appointment of teachers. Only 20-22% of the candidates from other states get jobs here. Only 80% of jobs are available to Bihar candidates.
Maner MLA raised the issue of Divyang Candidates
MLA Bhai Birendra of Maner, Bihar also raised questions about the appointment of Divyang Teachers. He said that only 44 in Bihar while 121 Divyang candidates from other states were given jobs in Bihar. This is against the policy of the government.
In response, the Education Minister said that no rules were violated. The case of appointment of disabled teachers is slightly different from mangoes.
In the year 2023, the government of CM Nitish Kumar removed the domicile policy from the appointment of teachers. The then education minister Chandrashekhar said that that decision was taken because the government was not getting qualified teachers. Especially for subjects like maths and science.
‘90% seats reserve government’
Students are against this decision of the government. State President of Bihar Youth Teachers Association Dipankar Gaurav said that the government should reserve 90% seats in teacher recruitment for state candidates and leave only 10% seats for external candidates.
Dipankar said that Bihari students cannot participate in teachers recruitment of neighboring states like Uttar Pradesh, Jharkhand, West Bengal and Maharashtra as the domicile policy is implemented there. But the candidates from the rest of the states participate in the recruitment of teachers of Bihar. Due to this, the students of the state remain unemployed.

Demonstrations have been held in Bihar in the past to demand the implementation of Domicile Policy.
Protests have been done in 2023 and 2024
The dispute of Domicile Policy is not new. For the past several years, candidates have been demanding to implement it. This is the reason that a few days ago, RJD leader Tejashwi Yadav has promised students to implement 100% Domicile Policy. Yadav said that if his party comes to power, Biharis will be given the first opportunity in Bihar government jobs.

Candidates demonstrated in 2023 demanding the implementation of domicile policy. During this time the police also used force on them.
Candidates started a campaign on social media platform X to implement the domication policy in June 2024. More than 1.5 lakh candidates had tweeted about this and the issue was trended.
Earlier in July 2023, a big protest has also been done in Patna with this. Candidates blocked the wheel. After this, the police also lathi -charged them when the situation became uncontrollable.
