On Tuesday, the Delhi government has passed the bill to regulate fees in government and private schools. This decision has been taken in a meeting chaired by Chief Minister Rekha Gupta.
In a press conference after the meeting, the Chief Minister said that the Delhi government has taken an important and historical decision by passing the ‘Delhi School Education Transparency in Fixation and Regulation Bill 2025’. The issue of charging arbitrary fees in schools was recently raised. Many parents were worried about increasing the fees of schools and they had also made complaints about it.
Three tire committee will be formed to stop arbitrary fees
Rekha Gupta said that the previous government was not doing anything about charging arbitrary fees in schools. The government did not even release any guidelines for the increasing fees of private schools.
Delhi Education Minister Ashish Sood said that according to the bill, a three tire committee will be formed to regulate the increasing fees in the state.
Admission fees in nursery one and a half million

In this, it is written in front of the admission fee- Rs 55,638, cion money Rs 30,019, annual charge- 28, Rs 314, development fee- 13, Rs 948, Rs 948, tuition fee- 23,737 rupees and parent orientation charge- Rs 8,400.
Orientation is the expense in which the school interacts with the child’s parents about the child. Parents allege that this is an illegal fee, 20% of its amount i.e. about 1600 rupees is not even a one -time doctor’s fee.
Money was charged in the name of orientation from someone, someone had to pay manifold fees
1. Divine Maiti, Parent: Divya told, ‘My child studies at Delhi Public School in Dwarka, Delhi. The school continuously increased the fees by going against the rules. The fee case reached the Delhi High Court, but the school did not accept the order of the court either. We have been demanding the education department to intervene in the case for the last five years, but no action is taken. Many children’s names are cut off from school for not paying fees. Divya has provided us with many pictures, videos and government documents as evidence.
2. Vineet Gupta, Parent: Vineet says, “When the children went to talk to school after being named from school, we were stopped by putting a bouncer outside the school. A committee of the High Court had decided in which items the school could charge. Orientation fees are being charged against the rules in schools. The Directorate of Education had decided that the fees would be increased by 10% on the basis of 2015-16, in 2020 the Directorate of Education had approved to increase the fee of 10% on the fees of 2018. Whereas even before this, schools have been increasing fees by 12 to 15% every year.
Despite the order of the High Court, the school people go against the rules of the Directorate of Education and increase the fees. There is no transparency in the process of admission in schools, parents do not know which student gets how many marks and on which basis is the draw.
3. Aparajita Gautam, President Parent Association: Aparajita says, ‘Private schools built on government land in Delhi have been increased by 300% by breaking all laws since 2016. The private school branch of the Education Department is giving silence to these illegal works. 2,500 rupees were added to tuition fees, talked to the child and it was found that it was given to eat biscuits once.
Aparajita shared a 18 -page letter with us, which she sent on 25 April 2024 to the then Additional Director Patil Pranjal of the Delhi Education Department. It explained in detail how arbitrarily school fees have been increased. Aparajita has also informed us about many big disturbances in the process of admission in schools.
Nursery admission process in Delhi
Earlier in Delhi, every school nursery and KG used to declar their seats every year for admission. After the Aam Aadmi Party government came to Delhi, this entire admission process was put under the education department of the government. The government started the process of giving admission by drawing a draw on all schools seats simultaneously.
Under this, it was made necessary to declare their seats of nursery and KG on behalf of every school. In this, a rule was also brought to reserve 25% seats for financially weak children i.e. EWS category children.
